An amendment was passed on the Report Stage as a result of which I think it is necessary to insert a consequential amendment.

We do not permit an amendment on the Fifth Stage except amendments to correct small verbal errors. But on the Report Stage the Minister, at the request of the House, agreed to an amendment deleting a certain clause. That involved a consequential amendment in a subsequent sub-section and the Minister is now asking to have an amendment inserted in that. He is anxious to have inserted in Section 7, sub-section (1), line 45, after the word "character," the words "education, training, experience." That is in a sense consequential, because by the deletion to which he consented and which the House passed the powers of prescribing qualifications became more limited than they were, and the Minister is anxious that these words should be inserted to make up for the loss of his powers in the other clause. If the House is willing to entertain that it will be necessary to suspend the Standing Orders.
