PRIVATE BUSINESS. - REGISTERED ACCOUNTANTS BILL, 1927—FIRST STAGE.

I ask leave to introduce a Bill entitled: "An Act to provide for the Registration of Accountants practising in Saorstát Eireann and for other purposes connected therewith." I have the assent of Senator Brown and Senator Brady. I think it will probably be found more convenient if I make a very brief statement now and give a detailed account of the Bill on the Second Stage when copies of it will be in the hands of Senators. The object of the Bill is to put practising accountants in a similar position to solicitors, to provide for a council which would set a standard, and to provide for the registration of all practising accountants. The Bill is of considerable importance. It raises a principle of considerable importance which will want careful consideration, and it will, no doubt, take considerable time. I do not intend to rush it in any way. I am prepared to go at considerable length into the Bill now, but, having stated its principal objects, I will defer an explanation of its details until Senators have copies of it on Second Reading.
