Private Business. - Local Government (Dublin) Bill, 1929—Fifth Stage.

Question proposed—"That the Local Government (Dublin) Bill, 1929, be received for final consideration and do now pass."

This Bill has reached its final stage. On the last occasion I spoke on the section dealing with the commercial register. What I said then does not close my mind to the fact that the Minister in his endeavour to solve a very difficult and complex question has given a great deal of time and energy to it. His industry certainly cannot be disputed and his ability has been apparent to us all in the piloting of this Bill. I would like even at this stage, although I am sadly disappointed with many of the terms of the Bill, to congratulate the Minister on behalf of the citizens of Dublin for what he has done. I only hope that the Bill which is about to pass will be the forerunner of a much greater and better Bill for the city of Dublin. I wish to remove from the House any little misunderstanding that may have arisen in reference to what I said about a particular section, on which I feel very strongly. I would just make the remark that, even at this last stage, if the Minister would reconsider the matter and withdraw that terrible commercial franchise, speaking metaphorically, I would feel I would be almost inclined to throw my arms about his neck.
