The Government propose, by leave of the House, to take Nos. 7 and 8 on the Order Paper before No. 6.

With regard to Nos. 7 and 8, the Road Transport Bill and the Railways Bill, these two Bills taken together deal with the whole problem of transport in this country; and the proposals in them are therefore so closely interrelated that it would seem to me to be impracticable to debate the one on Second Reading without constant reference to the other. Accordingly, I propose to ask the Minister in charge of these Bills, when opening the Second Reading debate on the Road Transport Bill, to deal with the proposals contained in both Bills, except for the financial clauses of the Railways Bill, which deal with a separate subject matter. I therefore ask both the Minister and Senators to debate these two Bills together except for those clauses.

When the Second Stage of the Road Transport Bill has been concluded, we shall take up the Second Stage of the Railways Bill, and I shall ask the Minister and the House to confine the debate on this Bill to the financial clauses thereof, including the proposals for reduction of capital and debentures.
