Vol. 16 No. 31

Cement (No. 2) Bill, 1933—Report Stage (Resumed).

Question proposed: "That the Bill be considered on Report."

Before we proceed to discuss the amendments on the Order Paper, in the name of Senator Farren, I would like, a Chathaoirligh, to point out to the House that I am advised by the Parliamentary draftsman that if the amendment is accepted—and arising out of the proceedings on Wednesday, it is probable the Seanad may agree to accept it—some consequential amendments may be necessary in parts of the Bill. Under the circumstances, if the House is agreeable, I think we should postpone consideration of this stage of the Bill until Thursday next, by which time the consequential amendments will be on the Order Paper, when the Seanad will see exactly how the position stands.

I saw that position. There is no doubt that the amendments are consequential. I move that the Report Stage be further adjourned until Thursday next.

Cathaoirleach

I am sure the House will agree to that course. The Minister has given very cogent reasons for doing so. Owing to the manner in which he conducted this Bill through the House, I think the Minister deserves every consideration that we can give him. For my own part during the hot phase I am afraid my temper was considerably perturbed. I hope it will be in a more placid mood in future. The Minister conducted this Bill admirably and the least we can do is to agree to what he suggests, to adjourn this stage until next Thursday.

I desire to give the House a little information that reached me since the House last met in connection with the technique of this Bill. It is proposed to put up two factories with the capacity of 100,000 tons each. I have very reliable information that the smallest factory for the manufacture of high-class cement cannot be economically conducted to deal with less than 200,000 tons. If my information is correct it would be rather a pity if two factories, which would not be economic should be established in the Free State. The Minister, no doubt, will look into the matter. As the information I got is from a very reliable source, I thought it only right to give it to the House.

Report Stage ordered for Thursday, July 13th.
