With regard to the meeting of the Seanad for Tuesday next, the original idea of our Party was that owing to certain things happening in the country at the present time, and the Dáil not being in session, this House should sit on and take notice of the things that are happening. Many of the things happening at the present cannot be justified. I have pointed out to some of the members of our Party that the Cathaoirleach has authority to call the House together any time he wishes for special reasons to be stated in his summons. I stated in this House on Wednesday last that it was the duty of the Government to govern by the will of the people, to govern for the benefit of the people and not for a section. Now, it appears to me that, as we are governed at present, we have one law for the governors and another law for the governed, one law for the Blueshirts and another for the Redshirts.

What I want to point out is that we have one law for the Independent newspaper and another law for the Irish Press. I wish to quote from the Irish Press of this morning, and I propose to read the headings it has to a particular column in reference to General O'Duffy—“Will not recognise ban order— Declaration by General O'Duffy at Cavan meeting”——

No, and consequently it is not in order. The Senator is perfectly right when he suggests that I can summon the House for a special meeting.
All I want to point out is that there is one kind of treatment meted out to the Irish Independent and other newspapers and different treatment to another Irish newspaper.

I got no notice of that and I cannot allow discussion on it. As regards the power of the Cathaoirleach to summon the Seanad, the Senator is correct.
The Independent of this date stated: “Owing to the operation of the Public Safety Act, we are precluded from giving a report of General O'Duffy's remarks.” That shows that there is one law for the Government organ and another for all other papers in the country.
There is no such thing as a Government organ.
