Expiring Laws Bill, 1933—Second Stage.

Question proposed: "That the Bill be now read a Second Time."

Copies of the memorandum explaining the various provisions of this Bill have already been circulated to Senators. I am not sure whether any Senator desires to raise any particular point as I have not received notice of any intention to do so. In general, I think a discussion on a Bill of this sort can best be dealt with on the Committee Stage. If there are any points which occur to Senators at this moment, which they would wish to discuss in detail, I would suggest that they should mention them now so that I can arrange to have them dealt with by the appropriate Minister on the Committee Stage. The Bill, as no doubt the Seanad is aware, is an omnibus measure touching many Departments and is merely intended to renew laws which expire from year to year and which in present circumstances it is felt desirable to keep in force.

As the Minister has invited us to mention any matter on which we desire to be informed at a later stage, I should like to know why the Labourers Act of 1883 continues to be regarded as a temporary measure? I suppose the Minister might be able to tell us that on this day week.

I think this Bill is not likely to be amended or is not capable of amendment and it might be convenient to take the Committee Stage to-morrow.
