Constitution (Amendment No. 24) Bill, 1934—Message from the Dáil.

The following Message has been received from the Dáil:

Dáil Eireann has this day passed the following Resolution:—

It is hereby resolved under Article 38A of the Constitution that the Constitution (Amendment No. 24) Bill, 1934, be again sent to Seanad Eireann.

The Bill, to which the agreement of Seanad Eireann is desired, is sent herewith endorsed with the certificate of the Ceann Comhairle under Article 38A of the Constitution.

The motion "That the Bill be now read a Second Time" cannot be taken until Senator Douglas's motion has been disposed of; and if the latter is passed, the former may, in the nature of things, never be taken at all. I propose, therefore, to allow Senators, when speaking to Senator Douglas's motion, the fullest liberty to give their reasons for or against the Bill.

The terms of Senator Douglas's motion preclude the President from opening the debate. The President may accordingly wish to speak as soon as Senator Douglas's motion has been seconded. If he chooses to do so, I propose, in the circumstances, to allow him to speak a second time before Senator Douglas rises to conclude.
