This is the usual annual Army Bill that has been brought before the House for a number of years. I do not think it needs any explanation.

Question proposed: "That the Bill he now read a Second Time."
Surely the Minister has something to tell us as to what is in his mind in regard to the long-promised Bill to replace the one that is never discussed in either House.
A comprehensive Bill is in the hands of the Parliamentary draftsman for the past six months. He is working as hard as he can on it, but I understand that he will have to take some further time on it.
