I, DOUGLAS HYDE, PRESIDENT OF IRELAND, do hereby inform you that after consultation with the Council of State I have this day referred the Bill entitled

Offences Against the State (Amendment) Bill, 1940

to the Supreme Court pursuant to Article 26 of the Constitution for a decision on the question as to whether the said Bill is repugnant to the Constitution or to any provision thereof.
