Seeds and Fertilisers Supply Bill, 1943—Second and Subsequent Stages.

Question proposed: "That the Bill be now read a Second Time."

This Bill, notwithstanding its Title, is not a Bill to develop or expand agricultural production except in a very limited sense. It is a Bill, the purpose of which is to enable local authorities to assist persons who, by reason of their limited resources, would not perhaps be in a position to secure seeds and fertilisers on favourable credit terms from merchants in the normal course of trade. The Bill in its present form was passed by the House last year, but it is a Bill which runs only for a limited period—in this case, the period expired on the 31st July, 1942. The present Bill is to extend the Principal Act for another year and to give to local authorities and county councils the necessary powers to provide credit facilities or to enter into arrangements with merchants to provide credit facilities for the purchase of seeds and fertilisers up to the 1st August next. The Bill contains a provision which validates the action already taken by county councils in extending these special facilities subsequent to the expiration of the period prescribed in the Act itself. That was necessary in order to enable those county councils to assist the beneficiaries under the scheme to secure seed wheat for the winter sowing season.
