Expiring Laws Bill, 1943—Second and Subsequent Stages.

Question proposed: "That the Bill be now read a Second Time."

I do not think it is necessary to say much with regard to this measure. It is a sort of hardy annual exactly similar to the Bill we passed here last year. The schedule of Acts to be carried on for another year is exactly the same as the schedule for last year. It used to be a more important Bill, at any rate the number of Acts that had to be carried on for another year was three or four times as great. Now we have cut it down to a mere handful and there are one or two of them that will disappear off the list at the end of the year if not before. In regard to the Rent Restriction Act, I am told a new Bill is being prepared and, as I said in the Dáil, the Minister for Justice hopes to introduce it at an early date. I was asked what that means. It is a phrase that is fairly common in the Dáil but I would not like to define it.
