Finance Bill, 1946—Motion for Earlier Signature.

I move:—

Go tdoilíonn Seanad Éireann do réir fo-ailt 2º d'Alt 2 d'Airteagal 25 den Bhunreacht, leis an Uachtarán do chur a láimhe chó luath agus is feidir é leis an mBille Airgeadais, 1946.

That, pursuant to sub-section 2º of Section 2 of Article 25 of the Constitution, Seanad Éireann concurs with the signature by the President as soon as may be of the Finance Bill, 1946.

What is the urgency in regard to this matter?

I had rather hoped to get this Finance Bill last week. Until the Bill is signed, I cannot introduce in the Dáil the Estimate for the Transition Development Fund. I want to have that Estimate passed through the Dáil so that it may be covered by the Appropriation Bill. If this Bill were not signed by the President as soon as possible, it might mean a delay of two weeks in connection with the Bill.

I agree that this will save the Minister at least a week at the end of the Parliamentary session. It is quite satisfactory.
