SECTION 9.
Question proposed: "That Section 9 stand part of the Bill."

I just wish to refer to the question I was asking myself when I saw this section. There is no intention at any time to hold or dispose of land, but it involves the old question that land includes houses. What is required is headquarters and apparently this is the method the draftsman adopts to make this possible.

That is so.

I merely wanted to explain that to other members of the House, that land did not mean actual farms, but it meant property, and so on.

I put the Minister a question during my speech. He said there was delay and I would like to have it clarified that the delay was not due to any lack of goodwill on the part of his predecessor in office in putting this through.

The Senator is surely not going to ask me that question. I do not know what was the cause of the delay.

I understand that this was an agreed Bill and that was the only reason we are putting it through all the stages to-day.
