Electoral (Amendment) Bill, 1959: Motion for Earlier Signature.

I move:—

That, pursuant to subsection 2º of section 2 of Article 25 of the Constitution, Seanad Éireann concur with the Government in a request to the President to sign the Electoral (Amendment) Bill, 1959, on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to him.

It is right that we should protest. Having accepted that Bill and passed all its Stages in one day, I would protest that the introduction of the Bill was left so late that we are faced with an earlier signature motion. Looking at it with the best will in the world, I do not think it is appropriate that in respect of a Bill like this, an earlier signature motion should be put down. It is a matter for the Leader of the House whether he wishes to press this earlier signature motion or not.

I wish to have this motion decided by the House tonight.
