Order of Business.

It is proposed to take business as set out on the Order Paper in the following order: No. 1 to No. 8, subject to the proviso that the Parliamentary Secretary is available when No. 7 is reached.

Might I inquire whether it is intended to look for all stages of the Civil Liability Bill during this month? The Bill is particularly complex and complicated. It was dealt with on Committee Stage by a special select committee of the Dáil. It does not seem to me to afford much opportunity to the Seanad to study the Bill if we are to be asked to give all Stages during the coming month.

The Seanad has accepted the proposition that No. 1 to No. 8 on the Order Paper will be taken, with the exception of No. 7.

While that may be so, it means that we will take the Second Stage of the Civil Liability Bill today. I am wondering if we are to be asked to take the Committee Stage during this month. It seems to me to be an impossible task to ask the Seanad to undertake to deal with a Bill of this magnitude during this session.

That is a matter that will have to be dealt with by the House when the appropriate time comes.

We are giving fair notice of our views on the subject. That may be the way the Government conduct their business but we should not be asked to rush legislation hastily.
