Houses of the Oireachtas: Address by President Kennedy—Motion.

Chun fáiltiú roimh John Fitzgerald Kennedy, Uachtarán Stáit Aontaithe Mheiriceá, ar a chuairt go hÉirinn, agus chun an ócáid a chomharthú go suntasach, go dtiocfaidh dhá Theach an Oireachtais le chéile i gcomhshuí Dé hAoine, an 28 Meitheamh, 1963, i Seomra na Dála agus go dtabharfar cuireadh d'Uachtarán Stáit Aontaithe Mheiriceá an comhshuí sin a aitheasc; agus

Chun críocha an chomhshuí sin gurb é an Ceann Comhairle a bheidh ina Chathaoirleach; agus gur 4 p.m. an t-am don chomhshuí sin.

That, to welcome the visit to Ireland of John Fitzgerald Kennedy, the President of the United States of America, and to mark the event in a signal manner, a joint sitting of both Houses of the Oireachtas be held on Friday, the 28th June, 1963, in the Dáil Chamber and that the President of the United States of America be invited to address such joint sitting; and

That, for the purposes of such joint sitting, the Chairman shall be the Ceann Comhairle; and that the time for such joint sitting be 4 p.m. In moving the motion which Senators have before them, I should like to say that Ireland and the United States are linked by closer ties of friendship and understanding than those existing between any two other nations in the world, and any President of the United States who might visit us at any time is assured of a wholehearted welcome from our people. A special affectionate welcome, however, awaits President John Fitzgerald Kennedy, whose name reveals his Irish background, when he comes amongst us next week.

It is, therefore, fitting that the elected representatives of our people should mark the historic occasion in a historic manner by providing the opportunity for the President to address them in a joint sitting of both Houses of the Oireachtas.

I agree with the motion passed in the Dáil. I think the arrangements made are suitable and fitting for the occasion.

I have already indicated that I should like to be associated with this motion and I should like to take the opportunity of endorsing what the Leader of the House has already said. I do not want to delay the House but there is one small point I should like to bring to notice. I have read elsewhere that a member of the House will be afforded the opportunity of speaking on the occasion of this joint sitting. Is there any significance in the fact that there is no provision or mention in the particular motion before us for any member of this House to be associated with the function?

I hardly think it is necessary to inform the Senator that all members of the Houses will be present at the joint session in the Dáil Chamber.

I am merely pointing out that the Chairman for the joint sitting will be the Ceann Comhairle of Dáil Éireann. I want to find out if there is any significance in the fact that there is no mention of any member of this House having any official standing.

There is no significance in that fact. The members of the Seanad will be present. It will be a meeting of the Seanad and the Ceann Comhairle, as Chairman of the joint sitting, calls upon the Cathaoirleach of the Seanad. He will be exercising his rights and so will the Cathaoirleach speaking.
