SECTION 7.
Question proposed "That section 7 stand part of the Bill".

On this section, may I express the hope that our Government representatives will press for a detective force, a small fleet of ships which would control our seas and watch out for the illegal discharge of oil? That would be the only way one could make this work. I do not know whether anything has been suggested on these lines, but it is desirable.

I agree with the Senator that that would be very desirable. I can assure him that it has been most difficult to work out all these provisions in detail. The Convention represents a very great effort to reconcile the views of various parties and it is the most we can do at the moment.
