Tribute to Former Clerk of Seanad.

Ón tráth deiridh a shuigh an Seanad, d'éirigh Mr. John McGowan Smyth as a phost mar Chléireach don Seanad le dul i mbun poist ar fhoireann Pharlaimint na hEorpa agus tá a fhios agam gur mhaith le Seanadóirí é a mholadh as ucht a sheirbhísí iomaí don Teach seo.

Mr. Smyth served as Clerk of the House since 1958 and, before that, in different capacities on the staff of the Houses of the Oireachtas. During all his service, and particularly as Clerk of this House, his deep knowledge on matters pertaining to our parliamentary procedures and his clarity of mind in expounding these procedures have been made manifest. To me, since I became Cathaoirleach, his services have been quite invaluable. I am sure that there are few Senators who have not had to avail themselves of his generous and courteous assistance in the discharge of their parliamentary duties. All will have benefited from the efficiency which has marked the indispensable practical arrangements for sittings of the House. His leaving the service of the Seanad does not deprive us of his expert knowledge since he has made much of it available in two publications which will continue to be of great assistance to us.

Before dealing with the Order of Business, Senators on both sides of the House would like to be briefly associated with that well-deserved tribute to the former Clerk of the Seanad.

On behalf of the Fianna Fáil Members of the Seanad, I should like to be associated with that tribute and to re-echo the sentiments expressed about the courtesy, kindliness and assistance which Mr. Smyth gave to all members of our party from the time they came into this House. We wish him the best of luck in his new assignment.

On behalf of the National University Members, I have great pleasure in being associated with this richly-deserved tribute to Mr. Smyth, who has put an indelible stamp of efficiency and courtesy on the office. We wish him every success, which we know he will have, in his greater duties in Europe.

On behalf of my party, I should like to be associated with the tributes paid to Mr. John McGowan Smyth. I have always found him most courteous. As one who has experienced his kindness and wisdom at all times, I should like to join with the other Senators in wishing him every success in his new sphere.

On behalf of the Senators of the University of Dublin, I should like to be associated with all the sentiments expressed by other Senators.
