Family Planning Bill, 1978: First Stage.

Leave granted to introduce a Bill entitled an Act to facilitate family planning, to provide for the control of the importation, sale and manufacture of contraceptives, to repeal section 17 of the Criminal Law Amendment Act, 1935, to amend the Censorship of Publications Acts, 1929 to 1967, to extend section 59 of the Health Act, 1970 and to provide for other matters connected with the aforesaid matters.

I should like to point out to Members of the House who may not be aware of the position that the First Stage of the Bill merely gives permission to print the Bill, a procedure which is no longer necessary in the other House. We are not opposing the printing of the Bill.

I would ask for the next Stage in two weeks' time and I should like to thank the House for giving a First Reading to this Bill without a vote. To my recollection, it is the first time the First Stage of a Family Planning Bill has been given without a vote in this House.
