Sea Fisheries (Amendment) Bill, 1981 [Certified Money Bill] : Committee and Final Stages.

SECTION 2.
Question proposed: "That section 2 stand part of the Bill."

In his reply the Minister covered most of the points which I raised, but he overlooked one or two. Perhaps he overlooked one deliberately. He congratulated the members of the board, but he did not reply to my suggestion that the two members of the board who are also Members of this House should resign from the board. I would be interested in the Minister's views. He has indicated that he intends to introduce amending legislation to debar Members of the Oireachtas ——

The Chair is loath to interrupt the Senator. The subject matter of what he is raising would appear to be outside the scope of section 2. It is always in order to go a little wide on Second Stage. In the House, the practice is that the Chair allows a fairly wide-ranging debate. But when we come to the sections on Committee Stage we have to keep to the actual scope of the section, and section 2 deals with the short title and collective citation. However, if the Minister would like to comment on what the Senator has already said, the Chair will not object.

Every member of the board is an excellent member in my opinion.

I have the utmost confidence in them to discharge their duties.

The Minister has indicated that he intends to introduce legislation to debar Members of the Oireachtas from being members of the board. If the Minister intends to introduce legislation to do that, why does he not ask these members to resign forthwith if there is a necessity for the legislation in the first instance?

The legislation will be introduced in the next Dáil session to do what is mentioned here. It is not my intention in the meantime to ask anybody to resign from the board. I should like to say also that people who have served on the board up to now have given excellent service.

The Chair wants to point out that it is not relevant to this section. The only question is, that section 2 stand part of the Bill.
