Order of Business.

It is proposed to take Nos. 1 to 8 today. Since this sitting is on Tuesday rather than Wednesday, the resumption of the debate on Motion No. 11 does not arise.

May I say a few words at the start of business today in relation to my fellow Senator, Séamus Mallon, whose trial in the electoral court in Armagh I attended last week? As a witness at that court, apart from the fact that my subpoena was irregularly delivered, I felt it necessary to intimate to His Honour Judge Turlagh O'Donnell that I was there only because of the political implications and, as I saw them, democracy was defined as taking the people into partnership, not about unseating representatives. Furthermore, if we have now in Northern Ireland, as was suggested last week, two mutually exclusive communities, I conclude we have a dual loyalty dilemma which should at least be approached in a dual political manner, not under the old system of majority takes all.

I take no pleasure in taking this opportunity to repudiate in the strongest way I can the disqualification of our most esteemed colleague Senator Mallon. Senator Mallon has brought to this House a voice on behalf of the minority population in the North of Ireland and is widely recognised as a man of the utmost integrity.

I want to reiterate what Senator Robb has said and, if I may, second it.

Having noted Senator Robb's remarks, I do not think we can have a discussion. Is the Order of Business agreed?
