Could I ask for clarification on the meaning of "persons carrying on a business or profession in the State"? Must they be established in business, or can they have any presence or provide a service?

They must be established and operating here to come under the definition in the Bill. There is a provision whereby a company operating outside Ireland, but a subsidiary of an Irish based company, will also be covered by the definition in the Bill.
