I am a little confused as to why it is necessary to include the increase in fees in legislation. Is it not normally provided for by statutory instruments or by an order made by the Minister? In relation to Land Registry deals in all other transactions, the matter is regulated by ministerial order. I wonder why it has been necessary in this case to legislate for this matter specifically.
