I have received a message from the President that the Supreme Court has decided that the Electoral (Amendment) Bill, 1983 is repugnant to the Constitution and that, in pursuance of Subsection 1º of Section 3 of Article 26 of the Constitution, he declined, on 8 February 1984, to sign the said Bill.
