Before I call on Senator Higgins I should like to say that this morning I had the very difficult situation of ruling three or four Senators out of order. I do not get any pleasure in doing that. I suggest to Senators that if they have any problems about motions to talk to me or to any member of the staff and we will accommodate them in every way.
