We propose to take the Restrictive Practices Amendment Bill, Committee Stage, from now until 6 p.m. We will take the motion on education from 6 p.m. until 8 p.m.

Is it proposed to restrict speeches to ten minutes?

On the question of speeches being restricted, there is an extra half hour being allowed, and perhaps that could be decided at the beginning of the debate because there may not be enough speakers. Could that be decided according to the number of people offering rather than restricting speeches to ten minutes and then having time to spare at the end?

Senator Manning is asking Senator Ryan to decide this question on when we commence item No. 3 rather than agreeing to it now.

It is a matter for the Independents, I would like to get their opinion.

We have three more speakers, and if their speeches are for 15 minutes they will take three quarters of an hour. From discussions I have had beforehand, I gather there are at least three Fianna Fáil speakers and a number of speakers from the Labour Party and Fine Gael party. My view is that there are quite clearly enough speakers to keep the debate going for two hours.

Ten minutes for every speaker, and an extra half hour — is that agreed? Agreed.
