Private Business. - The Altamont (Agreement of Deed of Trust) Bill, 1990: Fifth Stage.

Question proposed: "That the Bill do now pass".

At an earlier stage when the Bill came before the House I registered some serious objections to it. I do not propose to object to it today as that is not my function but I do want to say it is an extraordinarily bad way of doing business. The legislation which has created the need for this change to take place, through this Bill today, was expensive; similar legislation in the UK has been changed. It is only right that what is being sought by means of this Bill today should be conceded. It would be unfair to the family to do otherwise. It is the function of Government to tidy up legislation which causes this kind of problem. This is a revisionist chamber and I would ask the Government to introduce legislation, as soon as possible, to ensure that this never becomes necessary agian.

I should say that the joint committee discussed this matter on a number of occasions and agreed to it. Unfortunately, the Standing Orders of this House indicate that this is the way Private Business be carried out.

I understand that and I am not objecting to that part.
