Business of Seanad.

I have notice from Senator Cregan that, on the motion for the Adjournment of the House today, he proposes to raise the following matter:

The need for the Minister for the Marine to outline the current position of the report submitted by the Cork Free Port Committee.

I also received notice from Senator Cotter of the following matter:

The need for the Minister for Agriculture, Food and Forestry to make a statement on the requirement that a fire certificate be provided with a grant application for cattle housing in view of the huge cost of providing the certificate.

I also received notice from Senator Cosgrave of the following matter:

The need for the Minister for Transport, Energy and Communications to give permission to Cablelink networks to show local advertisements which would enable them to provide a full service.

I also received notice from Senator Enright of the following matter:

The necessity and urgency for the building of a new 50 bed hospital unit at Edenderry, County Offaly, for geriatric patients.

I also received notice from Senator Neville of the following matter:

The need for the Minister for the Marine to approve the Foynes Harbour Development Plan 1992 to 1999 and to submit it to the EC for structural and cohesion grant aid.

I also received notice from Senator Rory Kiely of the following matter:

The failure of RTE to televise live the All-Ireland Club Hurling Championship Final on St. Patrick's Day, our national holiday, and the need for the Minister for Transport, Energy and Communications to request RTE to rectify the position.

I regard the matters raised by Senator Cregan, Senator Cotter, Senator Cosgrave, Senator Enright and Senator Neville as suitable for discussion on the Adjournment. I have selected Senator Cregan's and Cotter's matters and they will be taken at the conclusion of business. Senators Cosgrave, Enright and Neville may give notice on another day of the matters they wish to raise.

I regret that I have had to rule the matter raised by Senator Rory Kiely as not suitable for discussion on the Adjournment on the grounds of lack of ministerial responsibility.

Is it in order to ask for guidance? At what forum could I raise this issue?
