Dublin Institute of Technology (Amendment) Bill, 1994: Second and Subsequent Stages.

In regard to this Bill I am now required to put the following question in accordance with the Order of the Seanad today: "That the Bill is hereby read a Second Time, that sections 1 to 8, inclusive, and the Title are hereby agreed to in Committee, that the Bill is accordingly reported to the House without amendment, that Fourth Stage is hereby completed and that the Bill is hereby passed".

I thank the Minister and the Members for their patience. I called a vote on the Bill because I believe section 3 is flawed and gives the Minister the powers in all circumstances to do certain things which should only be allowed in times of crisis.

I thank Senator Cotter and the House for their general support of the Bill. Although Senator Cotter's arguments are somewhat flawed, I am prepared to be generous in my interpretation.
