Request to Move Adjournment of the Seanad under Standing Order 29.

I have notice from Senator Brian Hayes regarding a motion he wishes to raise under Standing Order 29. I call Senator Hayes to give notice of the motion before I give my ruling.

I request leave to move the adjournment of the Seanad under Standing Order 29 for the purpose of discussing a specific and important matter of public interest which has arisen suddenly, namely, that the House seek an explanation from the Minister for Justice, Equality and Law Reform concerning the status of the commitment given to Mrs. Ann McCabe and her family in December 1999 that those IRA members responsible for the brutal murder of Detective Garda Jerry McCabe do not come under the category of prisoners eligible for release under the Good Friday Agreement; and given the statements of the Taoiseach yesterday afternoon in Dublin and the new position of the Minister for Justice, Equality and Law Reform on this matter that the issue be debated as a matter of urgency in Seanad Éireann where commitments were given to Senators in 1998 and subsequently that there would be no negotiations with the IRA and its political representatives in Sinn Féin on this matter.

I have given careful consideration to the matter raised by Senator Brian Hayes, which I do not consider to be contemplated by Standing Order 29. I regret, therefore, that I have had to rule it out of order.
