Standing Order 30

I have received notice from Senator David Norris of a motion he wishes to raise under Standing Order 30. I call on him to state the motion before I give my ruling.

I wish to raise a specific and important matter of public interest, that is, that the report of the commission on the review of Ireland's finances has been leaked by the Bundesbank and is currently being discussed by the finance committee of the Bundestag and on Bloomberg television in advance of the material being made available to the representatives of the people in the Oireachtas. It is shocking that the democratic process is being bypassed by institutions, in this stance, the financial institutions of the European Union and a member state. I do not even know whether the Government was aware of this before it was widely leaked at lunchtime. This is a matter we should discuss. It is clearly one of national significance.

Having given careful consideration to the matter raised by the Senator, I do not consider it to be one contemplated by Standing Order 30. I regret, therefore, that I have to rule it out of order.
