I have received notice from Senator Aodhán Ó Ríordáin that, on the motion for the Commencement of the House today, he proposes to raise the following matter:

The need for the Minister for Health to address the issue of lengthy waiting times for methadone maintenance programmes and the number cap that is imposed on certain clinics that is restricting their capacity to service the needs of their patients.

I have also received notice from Senator Tim Lombard of the following matter:

The need for the Minister for Housing, Planning, Community and Local Government to create specific national guidelines pertaining to solar farms to help local authorities deal consistently with applications.

I have also received notice from Senator Gerard P. Craughwell of the following matter:

The need for the Minister for Transport, Tourism and Sport to outline his plans for the regulation of scrambler bikes, which currently are being driven by underage, uninsured drivers on roads, footpaths and green areas, posing a real risk to lives and constituting serious anti-social behaviour.

I regard the matters raised by the Senators as suitable for discussion. I have selected the matters raised by Senators Ó Ríordáin and Craughwell and they will be taken now. Senator Lombard has withdrawn his Commencement matter which I had selected.
