Address to Seanad Éireann by Ms Nicola Sturgeon: Motion

I move:

That Seanad Éireann agrees with the recommendation of the Committee on Procedure and Privileges that, in accordance with the provisions for the address to Seanad Éireann by Distinguished Persons, Ms Nicola Sturgeon MSP, First Minister of Scotland, be invited to address Seanad Éireann on 29th November, 2016, and, notwithstanding anything in Standing Orders, the following arrangements shall apply:

(i) the Seanad shall meet at 11.30 a.m. on Tuesday, 29th November, 2016;

(ii) Standing Orders 29 and 30 shall stand suspended;

(iii) the proceedings in respect of the address by the First Minister of Scotland shall commence immediately after the reading of the Prayer, shall conclude no later than 1.15 p.m. and shall consist of -

(a) a speech of welcome by the Cathaoirleach,

(b) an address by the First Minister,

(c) a contribution not exceeding five minutes by a spokesperson for each Group,

(d) questions from Senators in accordance with the sequence set out in the Schedule to this resolution, which shall not exceed one minute in each case and to which the First Minister may reply,

(e) not later than 1 p.m. a response by the First Minister;

(f) a speech of thanks by the Leader of the House;

(iv) on the conclusion of the proceedings in respect of the address by the First Minister the sitting shall stand suspended until 2.30 p.m;

(v) the Order of Business shall be proposed at 2.30 p.m.
