SECTION 2.

Section 2 of the House of Commons Costs Taxation Act, 1847, as amended by the House of Commons Costs Taxation Act, 1879, shall apply to the costs, charges, and expenses in respect of any proceedings before either House of the Oireachtas or a committee of either such House or a joint committee of both such Houses in relation to a private bill in like manner as it applies to the costs, charges, and expenses in respect of any such proceedings as are mentioned in that section.

The question is that Section 2 stand part of the Bill.

It really means the application of the Enactments Section, instead of setting it out as I did. It is one that gave the right to award costs in cases of Provisional Orders. It was shortly after things were done by Provisional Orders and extended the other Act to Provisional Orders. It is a dreadful section.

When Mr. Brown and I saw Mr. Masterson, he thought most of this Section would require to be redrafted and that would take considerable time.

The idea is to have another Act when we have time, and to have it properly drafted. The sum total of it is that the Bill must be delivered a month before a certificate is issued on it.
