Procedure

The conveners have put forward proposals regarding the sitting time, that is, we would sit from now until 1 p.m. have a sos from 1 p.m. to 2 p.m. and conclude at 4.30 p.m. It may not be possible to complete Committee Stage by 4.30 p.m. and we may have to reconvene at a later date. We will be sitting in September as we will have to have the Committee Stage completed before the Dáil resumes. Are the proposed sitting times agreed? Agreed. With regard to divisions, could we set a time or times for the holding of them?

I propose that divisions be taken as they arise rather than having an agreed time for the taking of them.

In the interests of organisation, it would be desirable to have divisions at set times if at all possible.

Is that agreed?

Some civilised procedure should be adopted so that there is no gamesmanship. Our objective should be to get the maximum amount of work done with the greatest efficiency. Instead of wasting time following antiquated voting procedures, if possible we should conduct our business in a tidy and efficient manner, as happens in other countries where the rules are adapted to suit the circumstances.

It appears that the most efficient way of doing our business is to take divisions as they are called rather than engaging in a cosmetic exercise where votes are taken at particular times.

I have to abide by the Standing Orders which provide that divisions will take place when they are called.
