SECTION 16.

Question proposed: "That section 16 stand part of the Bill."

I fail to see why floating platforms or mobile offshore drilling units are not covered by this section. They should be.

The Bill applies to fixed or floating platforms or to mobile offshore drilling units, other than when they are on location. It is only when they are anchored and on location that it does not apply. If they are moving through waters they come under the jurisdiction of this Bill. This is strictly in line with the International Salvage Convention and merchant shipping legislation generally around the world. We are bringing our legislation into line with that of other countries. The Safety, Health and Welfare Installations Act, 1987 deals with the safe operation of such units.

In addition, the Minister for Transport, Energy and Communications requires certain certificates in respect of these units when he is licensing explorations, thus they are also covered by that Department. Deputy Barrett's amendment indicates he was worried they were not covered but they are.

Is the Minister satisfied we have adequate legislation to remove any danger to shipping in the event of a disaster on any of these oil drilling platforms?

Adequate legislation is in place for that particular eventuality.
