Could the Minister give me an indication of the kind of circumstances in which he would use the provisions of subsection (2) in particular? The Minister seems to gain a very important power under this heading. I know an appointment to be made under this subsection is in circumstances where there is a vessel in distress in the harbour. Could the Minister explain the kind of circumstances in which he sees this power being used?
We are talking about a crisis regarding a vessel. It is in the light of this that the powers would be used particularly by a harbourmaster as defined in section 2 (1). He would have the same functions as an authorised officer where a vessel in distress is in the harbour. If the event itself warrants it the harbourmaster would be in control.
