I move amendment No. 1:
In page 5, subsection (2), line 12, before "This" to insert "Except as otherwise provided,".
Amendments Nos. 1 and 7 are technical and will facilitate the establishment of the new service on a date earlier than that on which the Act as a whole comes into effect, if necessary. Although establishment day was defined in section 2 as having the meaning assigned to it in section 7, the new section 7(1) is necessary to convey that meaning more explicitly and to avoid any doubt. I have taken the draftsman's advice because it offers greater flexibility as regards the establishment of the service than that provided by the existing text.
