I move amendment No. 49a:
In page 23, subsection (2), line 34, after "issue" to insert "in Irish and in English".
This amendment may not relate directly to the area of litter control. However, it must be explained that, when I propose that the Minister prepares and issues guidelines to local authorities, I stress the importance for these to be as Béarla agus as Gaeilge because of a trend I mentioned on Second Stage. The idea of national pride, whether it relates to our environment, football team or language, is a very important component in the public's feeling of ownership of this policy. I have noticed that where it was taken for granted that "brúscar" was on litter bins we now have designer litter bins which are symptomatic of a lot of the refurbishment of English towns. These just have "litter" on them and are probably made in England. They give a message that they are not indigenous and not for a bilingual society. It should be borne in mind that litter control should be an integral part of the country and that this could be done by a bilingual message.
