Apologies have been received from Deputy Doherty. I ask members to turn off their mobile phones. I welcome the Minister of State, Deputy Fleming, and his officials.
Members are reminded of the long-standing parliamentary practice to the effect that they should not comment on, criticise or make charges against a person outside the Houses or an official either by name or in such a way as to make him or her identifiable. Parliamentary privilege applies to the utterances of members participating online in a committee meeting when their participation is from within the parliamentary precincts.
Divisions will be taken as they arise. The clerk must be notified of any substitution for a member. If proceedings are not concluded within two hours, we will have to adjourn. We may now proceed with the Bill.
