Procedure

Before we proceed to deal with the Bill, it is proposed, subject to agreement, that we adjourn at 5 p.m. and also that we resume on Thursday, 22 July at 10.30 a.m. Is that agreed? Agreed.

It might be helpful to the Minister and Members if there was some structure to this Committee Stage debate and if we were to agree to conclude a certain number of sections today. I presume the Minister might have a suggestion. I have not looked at this too closely, but it would be helpful because in my experience there tends to be a great deal of repetition every time we convene. We should at least agree to conclude the section we are dealing with coming up to 5 p.m. — presuming we will have been dealing with it a long time at that stage. In that way we would get some sections out of the way today.

Is that agreed?

I have no problem with that. I had not set any timetable for myself because many Deputies had tabled amendments. We are talking about up to and including section 7, but I am not pushing for any timetable in relation to that.

It would be very difficult to try to predict what section we will be debating at 5 p.m. I have no difficulty if at 5 p.m. the debate appears to be naturally reaching its conclusion in concluding what ever we are on at that stage, but I would be reluctant to put ourselves in the situation where we would have to rush something that might require a little more consideration.

(Carlow-Kilkenny): In this case discretion is the better part of valour and commonsense should prevail. If we find we are repeating things, obviously we should finish whatever section we are dealing with.
