Procedure.

Standing Order No. 70 prescribes that, except by leave of the Special Committee, no persons other than members may be present. As in the Seanad itself, it has, of course, been the practice to admit officials accompanying the Minister but, if the Committee wishes representatives of the Press to be present, it will be necessary to pass a motion to that effect.

I suggest it is not necessary to have the Press present. We did not have the Press present during the proceedings of the Special Committee of the Dáil and, in any event, I think that the subject is one in which the Press would not be particularly interested.

Unless there is a motion saying that they should be present they will not be present.

We will follow the procedure of the Dáil Special Committee.
