SECTION 2.

Question proposed : " That Section 2 stand part of the Bill ".

On page 20 we refer to " Minister ", not " the Minister ". Is there any reason for that ?

There is hardly need to insert the word " the ". The same applies to other definitions. You will see that " company " means " a company ".

It is a question of drafting.

On page 13 in Section 2 why is the word " counsel " used ?

There are a number of sections in which the word " agent " is used. I would refer particularly to Sections 170 and 299, which provide that when certain investigations are being made by the Attorney General agents of the company must give all the assistance within their power, and it is specifically provided within those sections that agents include solicitors. It is logical enough because " solicitor " is often described as agent. It was considered desirable to make it clear, however, that " agent " does not include " counsel ", in case there might be any misapprehension.
