SECTION 296.

Question proposed : " That Section 296 stand part of the Bill."

At a very early stage I made a very strong case before the Committee against a section that was put in, that this Bill would come into operation on such a date as the Minister would specify by Order. The case was made at the time that that was necessary to enable Defence Force regulations and everything else to be got ready for the operation of the new Act. I made the point then that a very simple regulation would cover the point. Now I find that provision is made in the Bill itself that every Order, by-law, regulation and everything else which is in force at the time this Bill is passed will continue in force until Orders are made under the new Act. Therefore, when we meet that previous section again, in regard to the operative date of the Act, I will be very strongly against it.

We would not wish to be operating unnecessarily under Orders made pursuant to the old Acts.

This takes them over and keeps them going until new Orders are made.

The Deputy is not objecting to that ?

No, but it supports my original contention.
