SECTION 28.

(1) That several persons named in the Second Schedule to this Act shall on passing an examination in dentistry prescribed and held by the Board for the purpose within seven years after the passing of this Act and on making the prescribed application and paying the prescribed fees be entitled to be registered in the register.
(2) Every person registered in the register under this section and resident in Saorstát Eireann shall be entitled to vote at an election of the elected members of the Board held after such person is so registered as if such persons were registered in the register by virtue of a previous registration in the General Dentists Register under Section 3 of the Dentists Act, 1921.
The following amendments appeared on the Order Paper:—
1. To delete sub-section (1) and substitute four new sub-sections as follows:—
" (1) The several persons named in the Second Schedule to this Act shall, on passing an examination prescribed and held under this section within seven years after the passing of this Act and on making the prescribed application and paying the prescribed fee, be entitled to be registered in the register.
" (2) Any of the persons named in the Second Schedule to this Act may (unless he has already passed an examination held under this section) demand that an examination in dentistry be held under this section and may make such demand at any time within seven years after the passing of this Act.
" (3) Whenever an examination is demanded under this section an examination for the purposes of this section shall be held as soon thereafter as conveniently may be or, where an examination has been held under this section within six months before such demand, at the expiration of such six months and public notice of such examination shall be given and every of the persons named in the Second Schedule to this Act shall be entitled to attend and be examined at such examination.
" (4) Where a demand for an examination is made under this section before the establishment of the Board such demand shall be made in writing to and the examination shall be prescribed and held by the Minister, and where a demand for an examination is made under this section after the establishment of the Board such demand shall be made in writing to and the examination shall be prescribed and held by the Board."—(Minister for Industry and Commerce.)
2. To delete sub-section (2) and substitute two new sub-sections as follows:—
"(2) Every of the persons named in the Second Schedule to this Act who is registered in the register under this section and is resident in Saorstát Eireann shall so long as he is so resident and registered be entitled to vote and be elected at an election of the elected members of the Board held after he is so registered as if he were registered in the register by virtue of a previous registration in the General Dentists Register under Section 3 of the Dentists Act, 1921.
"(3) Every of the persons named in the Third Schedule to this Act shall be deemed for the purpose of this Act to be registered at the passing of this Act in the General Dentists Register under Section 3 of the Dentists Act, 1921, and shall accordingly have until the establishment of the register all the rights in relation to practising, voting, and otherwise conferred by this Act on persons so registered and shall also be entitled (subject to payment of the prescribed fee) to be registered in the register at the establishment thereof."—(Minister for Industry and Commerce.)
3. To delete all words after " purpose" in line 57 to the word "and" in line 58, and to add at the end of Section 28: (1) " Provided that nothing contained in this Act shall operate to prevent the several persons so named in the Second Schedule from engaging in the practice of dentistry and dental surgery for 15 months from the date of the first meeting held by the Board and that any of the persons so named may be granted permission to present themselves for the prescribed examination at a later period than the aforesaid 15 months if the Board is satisfied that there is a valid reason for granting a candidate such extension."—(Deputy Dr. M. 4. To add at the end of Section 28 sub-section (1), the following words:
" Provided that nothing contained in this Act shall operate to prevent the several persons so named in the Second Schedule from engaging in the practice of dentistry or dental surgery during the period from the passing of this Act until such person has either been registered or has failed to qualify for registration within the terms of this sub-section."—(Deputy Dr. Ward.)
5. To add at the end of Section 28, sub-section (1), the following:—
" Provided that nothing contained in this Act shall operate to prevent the several persons named in the Second Schedule from engaging in the practice of dentistry or dental surgery for one year from the date of the passing of this Act."
To add new sub-section (3):—
"At least two examinations shall be held by the Board during the year following the passing of this Act to enable the several persons named in the Second Schedule to become entitled to be registered in the register."—(Deputy Thrift.)
