Special Committee Factories Bill, 1954 debate -
Thursday, 27 Jan 1955

SECTION 25.

Question proposed: " That Section 25 stand part of the Bill."

Mr. Lemass

There is a line in Section 25 regarding young persons and it is desirable that it should be considered.

There might be a case for retention here. This has to be tied in with Section 30.

Mr. Lemass

Arising out of Section 25, the Minister might consider the desirability of providing warning systems when machinery is being put in motion. In most of the large machines there is a warning system attached to them but there have been instances reported not infrequently involving injury to workers because a machine was set in motion without it being realised that some worker was engaged on the machine and I think there should be power at least to prescribe the introduction of some warning system.

I think that is very important. There have been two fatal accidents in the last six months.

Mr. Lemass

In large machines it is so essential that the makers instal them. Newspaper printing machines have them. There are all sorts of elaborate systems to warn everybody that the machine is about to start. Without them there would be quite a risk. If the power does not exist, and it does not seem to me that it does as it stands. It may be desirable to take power to make regulations in regard to that where the Minister regards it as necessary to do it.

We will look up the regulations.
