SECTION 7.

Question proposed: " That section 7 stand part of the Bill."

Why is that section in that form rather than in the usual one which is " moneys provided by the Oireachtas "? I am not saying there is anything wrong with this except that it is different from what is usually said on these occasions.

All I can say is that this is what has been produced as a result of discussions with the Department of Finance, the Department of the Public Service and the Parliamentary Draftsman.

It says : " defrayed out of moneys at the disposal of the Commission ".

If the Deputy turns to section 8 he will find that those moneys are to be provided by the Oireachtas.

Could they run a function to raise additional funds for themselves?

A situation could arise where they might have to get an expert in for some particular sphere of their activities and they would have an allowance there.

The usual statutory provision for this kind of thing is more or less on the lines of what is in section 8. That is why I made this inquiry about section 7.

This was put in as a result of discussion with the Departments.

It almost seems to suggest that in addition to whatever moneys will come to the commission under section 8 they will have power under section 7 to run a jumble sale to raise funds for themselves.
