Election of Chairman

Election of Chairman.

I move that Deputy McGilligan take the Chair.

Procedure.

The procedure in this Committee is governed by the provisions of Standing Order No. 64 of the Dáil Standing Orders. Generally, this provides for the same procedure as applies in Committee of the whole Dáil.

Notice of Amendments ; Next Meeting of Committee.

The next items on the agenda, the latest date for receiving amendments and the date of the next meeting, are to a certain extent linked together.

As far as the next meeting is concerned, I am afraid it will have to be not earlier than 26th November because, although all the amendments are practically drafted, there is one which is causing a little difficulty.

As regards the latest date for receiving amendments, I presume the Government amendments will be circulated by such time as will allow other members of the Committee to put down amendments, say, by the 19th November.

I am not sure whether we shall be able to circulate our amendments on that date.

May I suggest that the meeting should be fixed for the 3rd December and that we should have the amendments by the 26th of this month ?

But if we have the 26th as the latest date for receiving amendments, that can hardly include consequential amendments that may arise.

It will depend on when the Minister's amendments are circulated to this Committee.

It is not a very urgent Bill and we can discuss it at our leisure.

It is not a very urgent Bill, but, if we fix the latest date for receiving amendments and members want to put down consequential amendments which cannot possibly be in by the 26th, what is their position ?

Amendments received after the 26th can be accepted, with the permission of the Chairman. We can always arrange our procedure accordingly. It will be possible to adjourn the meeting and have a later meeting.

It was agreed that the latest date for receiving amendments be the 26th November and that the date of the next meeting be the 3rd December.

In order to facilitate the Committee I should like Mr. Roger Hayes of my Department to be present at meetings of the Committee.

There will be no objection to that.

The Committee adjourned at 4.15 p.m. until 4.15 p.m. on Wednesday, 3rd December, 1958.
