SECTION 50.

I move amendment No. 138:

In page 43, between lines 17 and 18, to insert the following subsection:

"(2) Where the Minister approves a scheme under this section, his approval shall be subject also to the approval of a majority of the membership of the local authority concerned.".

We dealt with this issue before in our discussions on the acquisition of land. While it does require Ministerial approval, a majority of the membership of the local authority would certainly be preferable in trying to get agreement in relation to such acquisitions of land.

We have gone over all of this ground under different headings and amendments. I have made it clear that I am not prepared to give local authorities a veto on national road development. For that reason I have to oppose the amendment. We will not go into all of the pros and cons; we are weary of them.

I will press my amendment.
